In April of 1814 Napoleon was forced surrendered to the terms of the Treaty of Fontainebleau, in it the Allies exiled Napoleon to Elba, an island with 12,000 citizens, in the Mediterranean, 12 mi off Italy’s coast. They gave him control over the island and allowed him to keep his title of Emperor. At first Napoleon tried to kill himself but later decided to help the islands population by creating a small army, navy, developing new iron mines and constructing new roads, but after a few months Napoleon started to become restless and even more so when he heard that the new king of France, king Louis XVIII, was not well liked, so Napoleon decides that if he can get off the island and back to France that the citizens might give him a second chance and allow him to take over and restore his empire and finally defeat Great Briton.
